Who needs a Tibet travel permit
Foreign tourists need the Tibet travel permit, also called the Tibet entry permit, to travel to Tibet. You do not apply for it yourself. It is requested through a specialist travel agency in China, and the trip must be an organized tour. The German Foreign Office asks for an accredited agency and for transport and a guide provided by the agency for the whole route. Travel runs only with the agency, its guide and its vehicle.
That is why this page sits next to the tours: the permit comes as part of a package. If you want to see the Potala Palace in Lhasa, the practical path is to book an agency tour, or the Potala Palace tours on this site, and let the agency handle the paperwork.

Our pick: tour with the permit listed
This tour lists the Tibet Travel Permit and the visa invitation letter as separate items.

Tours with permit service
Tibet tours from Lhasa. Each card lists in its included items whether the permit is processed for you, and what stays extra.
Tibet visa vs permit
The China visa and the Tibet permit are two separate requirements. The permit does not replace a visa, and a visa does not give you the permit. Which combination of passport, length of stay and visa exemption applies to you is a question for the agency and the embassy, so clarify it before you book. Some agencies describe their own rules for visa-free arrivals; treat that as the agency's practice, not as a general rule.
Documents and processing time
According to the German Foreign Office, the agency needs a scan of your passport and of your China visa, plus information about your profession. Processing usually takes 5 to 7 working days. No issue date is guaranteed, so leave room for delay before the date of your flight or train.
Group size
Ask the agency at booking which group format and size apply for your date.
Tibet travel permit cost
No amounts are quoted here. An agency charge is a service fee, not a government fee. The included list of a tour shows whether permit processing is part of the price, and some tours list an express fee as extra. Look at that list before you compare prices.
Extra permits for border areas
For border areas not open to foreigners, a separate document applies, called the Alien Travel Permit and issued by the police. It is not the same as the Tibet travel permit. Which route needs which document, ask the agency.
Closures at short notice and March
UK government guidance says permit stops and local restrictions can appear without notice, even if you already hold a permit. Do not assume that March is closed. One operator reported normal applications and entries in March 2026, but that is no promise for other dates. Keep your dates flexible if you can.
Permit on the train
Rail tickets require your own passport. Carry the original agency documents and clarify with the agency before boarding what will be asked for. Details of the line are on the Lhasa airport and getting there page.
One more note on routes: the Gyirong crossing to Nepal is closed in both directions until further notice according to the Foreign Office (31 October 2026), so plan Tibet as a separate trip. Once in Lhasa, mind the height too, as covered in Lhasa altitude sickness.
